NEWSLETTER No. 3

PROGRAMME ACTIVITIES:

The Democracy and Human Rights Programme: ¨Promotion of pluralism by strengthening NGOs and the civil society in Serbia¨, co-financed by the European Commission, within the European Initiative for Human Rights is continuing with the implementation of its activities through the network of 12 local partner NGOs from the territory of Central, West, East, South and South-East Serbia.

Apart from the regular follow-up of news and activities from the region regarding the 12 partner organisations, published in the newsletter, in September 2002 we started realising the second part of the training for 30 NGO experts - local partners of European Perspective within the mentioned project. The total of 60 hours of training was held in the period of three weeks at Athens. The training took place every work day, from Monday to Friday, from 10.00 until 13.00h and from 14.00 until 17.00h (there were no lectures on Friday afternoons). The time from 13.00 to 14.00h was used for lunch breaks. The lecturers were people rich in experience who were trying to transfer as much practical knowledge as possible to the participants. Excursions were organised at weekends, so that the training participants would visit cultural and historic monuments of ancient Greece. The agenda of the second part of the training in Athens is as follows:

Sunday-8 Sep. 2002 – A group of NGO experts, local partners of European Perspective from the territory of Central, West, East, South and South-East Serbia, left for Athens.

Tuesday-10 Sep. 2002-10.00-13.00h – The subject of the morning lecture was NGOs in Italy, and the lecturer was Mr Luca Aiolfi from CESVI. Mr Aiolfi described how the NGO sector in Italy worked, cooperation with the government and other sectors, who the donors were and other issues relevant to NGOs. In the afternoon lecture from 14.00 to 17.00h Mr Aiolfi addressed the subject of CESVI experience and spoke about CESVI as an organisation: when it had been founded, how many projects it had realised, how many projects it was presently realising and within what budget, how many emplyees there were in the organisation, how many direct project beneficiaries and the like. Besides that, the structure of the NGO CESVI was discussed, cooperation with other institutions and NGOs, donors, activities and its funds.

Wednesday-11 Sep. 2002-10.00-13.00h/14.00-17.00h – On the second day of the training Mr Luca Aiolfi continued addressing the topics from the previous day, at the same time leaving enough time for responding to all the questions coming from the participants. Thus, the lecture entirely assumed the characteristics of an interactive workshop.

Thursday-12 Sep. 2002-10.00-13.00h – In the morning lecture the participants had the opportunity to meet Dr Costas Dikeos, Professor at Athens University, and the topic of his lecture was «Aspects of NGO project management». Mr Dikeos talked about project management, that is, about project planning and developing an operating plan, all resources necessary for the project's realisation as well as about expected results. Then he continued with the reporting, referring to producing reports on the project's activities, resources and results. On the occasion he presented a table outline of reporting that proved to be very detailed and rather precise and straightforward. We should mention that above all he clearly defined the terms such as project, time frame and management. Then he spoke about the division of duties and liabilities and about how to govern in accordance with the division of duties and how in accordance with the goals. At the end he emphasized how important good coordination was in the team responsible for the realisation of a certain project. 

Thursday-12 Sep. 2002-14.00-17.00h – In the afternoon, the lecturer was Miss Jenny Clarke, former Deputy Manager at the European Foundation for Human Rights and the topic she addressed was the European Union and NGOs. Miss Clarke began her story from the founding of the EU after World War II. She talked about the principal goals of the EU (acquiring European citizenship, providing freedom, safety and justice, promoting economic and social development and affirming the role of Europe in the world), principal institutions of the EU (European Parliament, Union Council, European Commission, Court of Justice and Court of Auditors), other institutions also belonging to the EU (European Economic and Social Committee, Committee of Regions, European Ombudsman, European Investment Bank and European Central Bank) and the politics of the European Union towards South-Eastern Europe and the relations between the European Union and FR Yugoslavia. Emphasis was given to cooperation between the EU and NGOs and specific examples were stated (the European Commission is financing the programme of European Initiative for Democracy and Human Rights "Promotion of pluralism by strengthening NGOs and the civil society in Serbia"). She also spoke about the presence of the European Institutions in the territory of FR Yugoslavia, that is, the mission of the EU Delegation, European Agency for Reconstruction and European Community Humanitarian Office (ECHO).

Friday-13 Sep. 2002-10.00-13.00h - Miss Clarke continued her morning lecture with the topic «Writing project proposals and their evaluation». First, the European Union programmes were mentioned: Tempus Programmes, Programmes for the Young and Programmes of European Initiative for Democracy and Human Rights, and then writing of projects and fundraising for the same. It was decided that it was necessary to, first of all, define the problem, formulate ideas and identify goals and start searching for funding. The document of the European Comission «Invitation to writing project proposals» - European Initiative for Democracy and Human Rights, for the programme  of support to democratization, good governing and rule of law was also analysed. By using a concete example the participants could perceive all the conditions that needed to be fulfilled in order to apply for the project: who has the right to apply, how the application form should look, necessary additional documentation, where they should apply, application deadline and how projects are evaluated.

Saturday-14 Sep. 2002 – An excursion was organised for all the participants to visit the Acropolis, Plaka, Tision and the National Archeological Museum in Athens.

Sunday-15 Sep. 2002 – A one-day excursion was organised to the Peninsula of Peloponessus and he participants had the opportunity to visit Corinthus – the remains of the old civilisation, the ancient theatre in Epidaurus and the harbour Naflion. 

Monday-16 Sep. 2002-10.00-13.00h/14.00-17.00h  - Professor Dikeos continued his lecture with the topic «Aspects of NGO project management». Dr Dikeos talked about the differences between the project management and the organisational management relying on concrete experience in the matter. 

Tuesday-17 Sep. 2002-10.00-13.00h  – Miss Jenny Clarke gave a lecture on «Advocacy and lobbying» this time. It was concluded that the advocating campaign should be organised in five steps: analysis of situation, identification of partners, setting clear goals, defining a strategy (target group, mesage, action plan) and evaluation. She talked about the history of advocating and its advantages, its partnerships and principles.

Tuesday-17 Sep. 2002-14.00-17.00h – Mr George Filippaiou, Director of Hellenic Aid – Department of International Development and Cooperation, talked about the role of Hellenic Aid and, first of all, presented the participants with the institution Hellenic Aid, ways of applying for its funding, what kinds of projects were financed, for how long a period and in what target countries.

Wednesday-18 Sep. 2002-10.00-13.00h – During the morning lecture the participants had the opportunity to meet Mrs Irini Hila, Institute for International Relations, and the subject of her lecture was «Humanitarian Intervention – the Case of Kosovo». Mrs Hila discussed European Regions in crisis and steps leading directly to the resolution of the existing problems.

Wednesday-18 Sep. 2002-14.00-17.00h – The subject of the afternoon lecture was «Conflict resolution» and the lecturer was Miss Jenny Clarke once again.  She talked about why the donors (Belgium, Canada, EU, Germany, the Netherlands, Sweden, Switzerland and the USA) were interested in conflict resolution and in what manner this could be achieved through implementing projects.

Thursday-19 Sep. 2002-10.00-13.00h – The subject of budget and finance was addressed by Mr George Laskaris, representative of European Perspective–Athens Office, responsible for the budget and finance. He talked about financial procedures and transactions, financial administration and financial liabilities referring primarily to the joint project ¨Promotion of pluralism by strengthening  NGOs and the civil society in Serbia¨. 

Thursday-19 Sep. 2002-14.00-17.00h – The subject of «Narrative reporting» was addressed by Miss Olga Dri, representative of European Perspective-Athens Office, and Project Manager. The participants were presented with the form of narrative reporting on the course of the project, which they would be using when reporting on the project ¨Promotion of pluralism by strengthening  NGOs and the civil society in Serbia¨. 

Friday-20 Sep. 2002-10.00-13.00h – The subject of «Financial reporting» was addressed by Mr George Laskaris and the participants were presented with the form of financial project reporting, which they would be using when reporting on the ¨Promotion of pluralism by strengthening  NGOs and the civil society in Serbia¨. The participants were free to ask questions and clarify all vague matters concernong the project’s budget and finance. 

Saturday-21 Sep. 2002 – There was an organised excursion for all the participants interested in visiting the Historic Centre of Athens.

Sunday-22 Sep. 2002 – A one-day boat cruise was organised for all the participants from the harbour Piraeus to the islands Poros, Egina and Idra. 

Monday-23 Sep. 2002-14.00-17.00h  - On the last day of training in Athens, the lecturer was Mrs Maria Marinakou, Director of Social Welfare Institute, and the subject was relevant to her position and line of work: «Social Welfare Institute». Mrs Marinakou also spoke about the ongoing programme in Greece - EQUAL programme.

Tuesday-24 Sep. 2002 – Since the educational part of the training was over, the group of 30 NGO experts left Athens for a two-day visit to Delphi and Galaxidi – before heading back to FRY.

This trip to Athens greatly strengthened the partnership network and relationships among the people who are to implement the activities of the two-year programme.

Of course, we can once again proudly say that the second part of the training in Athens was completely successful, just like the training in Serbia. With active participation of the group, professional lecturers with outstanding knowledge and experience, as well as their skills in transferring it all to others, any different result could not have been expected anyhow.
