Problems of the young in the local community

Uzice municipality has about 85,000 inhabitants, 56,000 out of which live in the urban area and the rest of them in suburban and rural areas. The young, up to the age of 26, make up about 40% of the total population. In the town itself, there are five primary schools, a secondary school and four secondary level vocational schools as well as two junior colleges and a Teacher Training School . 

The biggest problems of the young are unemployment, drug addiction, alcoholism, lack of cultural events and juvenile delinquency. In the industrial parts of the town there already exist groups of under-age criminals, recorded at the Police Department. Another big problem is the departure of secondary school graduates to Belgrade to their studies, where they get jobs and remain to live there, so that the return of young educated people is minimal, which represents a big problem in the further development of the local community.

The causes of this situation, as well as the repercussions caused by inadequate acting of the local community and the state, are, in fact, what the young fear the most. The investigation conducted by the NGO Libergraf during the summer, which is part of the international investigating project on the position and status of the young in the countries of South-Eastern Europe, shows very poor results, but also clear guidelines for the work of both non-governmental organisations and the local government and the local community, in the struggle for a better position of the young in our society. 

Not many comments are necessary regarding the recent history of Serbia, full of tragic events. The current economic situation and the general situation in our society are not on the level that could satisfy most of the citizens, and even less the young, generally inclined to be critical of the society they live in. Difficult economic situation and unemployment are  problems the young from Uzice, and entire Serbia as well, most frequently face. Lack of perspective, impossibility to be independent of their parents and fear of poverty cause even more intense problems, mainly apathy and alcohol and drug addiction. On the other hand, trust in democratic institutions and political parties is on a very low level. The involvement of the young in public life, substantial in 2002, has now simply faded, partly due to the irresponsible behaviour of politicians, and partly due to passivity that logically followed the neglect of problems the young are faced with. The young trust the church and independent media the most whereas the parliament and the local government they trust the least. 

Apart from the listed problems, the position and status of the young are additionally aggravated by the inadequate solving of the same, especially by the state agencies and local self-management agencies. The police deal with juvenile delinquency  only through repressive measures, the Social Welfare Centre reacts to it by saying that they have got what they have asked for, whereas the local government disowns everything by a well-known phrase 'We haven't got the money'.

The only ones that are trying to, at least, mitigate problems, are certain young citizens and organisations they are members of. During the realisation of this project, the NGO Libergraf has managed to establish good cooperation with a group of Uzice secondary school children and students who are ready to, through their own involvement, try to solve some of the problems they themselves have defined. The first problem, which according to them is also the biggest, is the passivity of the young, who make a little, and often no effort at all in order to improve their position.

The most representative examples of 'self-support' among the young of Uzice are a group of Uzice secondary school pupils working on the CRDA project as a youth cluster programme and a group involved in the programme of educating children of their age on prevention of addictions, HIV and AIDS. A certain number of young people is involved in implementing certain projects by local non-governmental organisations, aimed at solving the problems of the young.
