THE STATE WILL REVOKE TAX OF THE MONEY
DONATED FOR HUMANITARIAN PURPOSES

 

SMS messages and telephone calls given for humanitarian purposes will be tax free. All money that will be donated through telephones will go directly to the account of the non-governmental organization or the organization asking donation for humanitarian purposes. Tax of income will not be paid for entrance tickets for sports games as well as cultural events. This is proposed in the new law for donations and sponsorship in public sector that should be adopted next week in the Parliament. In this law all problematic articles concerning sponsorship for tax release for political manifestations and political parties were deleted. NGO sector welcomed the new law even though some NGOs disagreed about the ways of the functioning of the law especially in the part of tax release.

With proposed law all the articles for double tax archive were also deleted (in case of donation) but only for the donations for public interest. This law predicts tax release of donors and subjects who are giving donations. The one who is giving as well as the one who is receiving the donation should make the report on donation. In this law it is predicted that there will be a penalty from 50.000 till 300.000 MKD for the one who will not use the donation for the purpose it was given for.

Non-governmental organization SUNA Association, supported by 20 other NGOs, asked yesterday for the bigger tax release for those who will give bigger amounts as donation. The functioning of this law may be problematic especially if the donor has tax exception for only 24.000 MKD, because potential donor will not be motivated to invest in public sector – said Ms. Biljana Peseva from SUNA Association at yesterday press conference. Non-governmental organizations believe that the Article 18 of this law where it is said that the donations could be given from the one company to the other should be totally deleted. According to this suggestion of Macedonian NGOs, if this article stays within the law money laundry will be legalized.

Mr. Dragi Zmijanac from NGO First Children Embassy of the world “Megashi” thinks that proposed law will stimulate businessmen’s to give donations for NGOs. With this law double tax will be avoided. For example, until now, all the companies paid double tax. The one who receives money and the one who sends the money pay the tax to the government.
