Regional conference of NGO sector in Ohrid
THE LAW IS EXCELLENT BUT IMPLEMENTATION IS IN BALKAN WAY
For slow implementation, representatives of the regional civil society blamed corruption, centralized government and political manipulations
On the regional conference held during this weekend in Ohrid, one hundred representatives of NGO sector, media, business and local experts from Macedonia, Serbia and Kosovo shared their experience about decentralization, decreasing of poverty, return of displaced people and local and regional development.
Participants stated that these regions have certain development in addition on implementation of European laws comparing with the local law system, but reviving of these laws is very slow. For slow implementation of the laws the regional representatives blamed corruption, centralized government, political manipulations and subject that was very often mentioned at this meeting as “Balkan mentality”.
We should fight against manipulation of political sector through animation of business sector, which now is completely turned towards gaining profit and in the same time with NGO sector that should start lobbying in the government. “If all actors from the society take responsibility and attitude towards decreasing the poverty we will not face with taxing of the humanitarian assistance such is the case in Serbia – said Mr. Milorad Mladenovic from NGO Education Center Leskovac. Important problem is reintegration of permanent displaced people. “The returnees are facing many problems, they do not have any documents, they lost their homes and property and they have problems with social environment, as well as they can not find job. They practically do not return to their place of origin because the change of equilibrium on the ethnic and return would be same chock for them as their previous leaving” - said Mrs. Jelena Manic from UN Association of Serbia. This conference has been held in Ohrid during this weekend and it is a part of the project title: “Capacity building of CSOs in the regions of Serbia, Kosovo and FYRoMacedonia” which has been realized during past 15 months in these regions.
