The predicted budget for all cultural institutions
in Pirot Region is the total amount of 23 millions

SMALL AMOUNT OF MONEY FOR CULTURE

Cultural workers very often compelled to pay for their projects 

PIROT - Civic reading-room "Pirgos" has organized, within the project "Promotion of pluralism by strengthening NGO and the civil sector", a tribune, titled: "Strategic development of culture in Pirot". The project is being realized under the auspices of the Hellenic Government and the European Union. As Srdjan Tomov from civic reading-room stated, the main aim of the tribune is improving of the cultural life in Pirot Region.

Directors of Cultural Center, National Theater and Museum of Ponisavlje, a great number of cultural workers and non-governmental organisations whose field of work is organising cultural events in town participated within the conversation.

As it was expected, the numerous questions regarding cultural development and problems of the civic cultural institutions that express primarily the absence of adequate working places and personal financing were put during the discussion.

Cultural institutions have to be placed in the market in order to earn their own money and not to be oriented to the budget of the municipality, since the mentioned budget covers only the salaries of the employees and some material costs, Mr. Nebojsa Icic, Director of Cultural Center and member of DOS political party in Municipality Assembly Pirot, stated.

There are around 80 people employed in the following institutions: Cultural Center, National Theater, National Library, Historical Archive, Museum of Ponisavlje, and "Cedomir Krstic" Galery. From the municipal budget during the year 2002, it is separated 18 million dinars for the culture. From this amount neither 10 per cent was left over for the programmes. The budget for the culture for this year is 23 million dinars but "with our programmes we have to go to the market", Mr. Ilic said.

Speaking about the problems of cultural institutions of Pirot, pointed out on the space problems, emphasizing the fact that constructing of the building within the area of former Center of YNA, the cultural institutions as well as the other cultural organisations would get the new and indispensable working place for the period of two or three years, Mr. Predrag Pejhic, Director of Museum Ponisavlje stated. In the same context, Mr. Pejic see the Middle Ages town of Momcilo as a cultural capital but with investment this space to be a real stage (as towns Budva and Dubrovnik still are).

Engaging the actors from "other sides"

As Mr. Slobodan Aleksic, Director of National Theater said, this institution stood as the smallest theatre in Serbia for years but besides all the theatre performed the projects which have had their own public out of the municipality borders. 

The theater's personal capacity will be more and more less connected with the register house and according to the necessities, the actors and directors will be engaged for determinated projects, - Mr. Aleksic said. He announced that this theatre performs the project for Pirot to be host for World Festival of Ethno-theater.

Mr. Momcilo Antic, Professional Collaborator of National Library, said that cultural identity of Pirot is not achieved.

- Creators of Pirot have to produce more aggressively and to impose authentic cultural values by which ones Pirot is recognized. There is productively creation, that unfortunately stays only in municipal and regional frames, Serbia has no presentation of this – Mr. Antic said.

- The participants of the tribune agreed that the team work and the cooperation between official cultural institutions and alternative and non-governmental organizations whose field of work is culture are the necessities. However the most important problem is the money which we have never had enough for the culture in this town. In this sense, the help from the Municipality Assembly is still well expected and besides attempt of the market orientation of some institutions.
